Does the Congressional Stock Trading Ban Apply to the President?
The short answer. No. H.R. 7008, passed by the House on 22 July 2026, covers members of Congress, their spouses and their dependent children. It does not extend to the President or the Vice President, who remain free to trade individual shares and are not subject to its notice requirement.

Was the exemption deliberate?
Yes. It was raised during debate and survived. Reporting on the vote referred to it as a carve-out rather than an omission, and it is the main reason the bill's critics call it incomplete rather than imperfect.
What is the disclosure position for the President?
The President files under the Ethics in Government Act rather than under a trading ban, which means the public learns about trades after the fact and in bands, not before them. In May 2026 the President's disclosure covered more than 3,600 buy and sell orders placed during the first quarter of 2026.
Why does this distinction matter for an investor?
Because it determines what you can and cannot track. A congressional trade becomes public within 45 days under the STOCK Act, in a machine-readable filing, and that is why a congressional-trade dataset exists at all. Executive-branch disclosure is annual and narrative, so there is no equivalent feed to follow — the absence of a president-tracking product is a data problem, not an oversight.
